Regulation № 305/2011 establishes requirements for the design and use of construction materials in such a way as not to endanger the safety of people, domestic animals or property, and not to cause harm to the environment.

CPR 305/2011 is aimed at unified methods for assessing the performance of construction products in the European Economic Area. These assessment methods are included in harmonized technical standards and are used by all stakeholders in the construction sector. These methods are used by public authorities, architects, engineers and contractors when declaring product performance, presenting products to consumers and selecting products suitable for use in construction works.

Regulation (EU) 305/2011 is the basis for CE marking and applies to products placed on the market if they are covered by harmonized standards. However, if a product does not comply with harmonized standards, manufacturers may resort to the European Technical Assessment.

«Construction product» means any product or kit which is manufactured and placed on the market for permanent incorporation in construction works or parts thereof, and whose performance has an effect on the performance of the construction works with respect to the basic requirements for construction works.

Which construction products are covered by Regulation № 305/2011

Construction Products Regulation 305/2011 applies to the following construction products:
  • metal structures and auxiliary structures;
  • thermal insulation products;
  • doors, windows, shutters, automatic gates;
  • membranes, including liquids and kits (for water and/or water vapor control);
  • composite insulation kits/systems;
  • structural bearings;
  • dowels for structural connections;
  • chimneys;
  • gypsum products;
  • geotextiles, geomembranes and related products;
  • curtain walls/cladding/structural glazing systems;
  • fixed fire-fighting equipment/fire alarm systems;
  • plumbing;
  • road traffic control equipment;
  • structural timber products/elements and auxiliary means;
  • wood-based panels and elements;
  • cement;
  • reinforcing and prestressing steel for concrete;
  • ceiling tensioning kits;
  • masonry mortars and auxiliary means;
  • ceramic tiles;
  • prefabricated products made of normal/lightweight/autoclaved aerated concrete;
  • internal and external wall and ceiling finishes;
  • roof coverings, rooflights, roof windows and related products;
  • roof kits;
  • road construction products;
  • construction adhesives;
  • joint sealants;
  • products related to concrete, mortar and grout;
  • heating appliances;
  • pipes, tanks and ancillary equipment not in contact with water intended for human consumption;
  • construction products in contact with water intended for human consumption;
  • flat glass, profiled glass and glass block products;
  • power, control and communication cables;
  • fixings;
  • construction kits, units and prefabricated elements;
  • fire protection treatments, sealing and fire protection systems;
  • fire-resistant products.

The Construction Products Regulation requires constant monitoring of the declared performance of construction products. For example, the fire performance of construction materials is important to ensure the suitability of the product.

Before the manufacturer can initiate the necessary procedure for assessing their product, it is important to determine whether the product requires self-assessment or the involvement of a notified body.

The correct selection of a harmonized standard for the product determines which assessment system is applied to the product.

Conformity assessment systems

Regulation 305/2011 establishes the following conformity assessment systems:

System 1+

The manufacturer must perform: The notified certification body issues a certificate of constancy of performance of the product based on:
  • factory production control (FPC);
  • further testing of samples taken at the manufacturing plant in accordance with the established test plan.
  • determination of the product type on the basis of type testing (including sampling), type calculation, tabulated values or descriptive documentation of the product;
  • initial inspection of the manufacturing plant and factory production control (FPC);
  • continuous surveillance, assessment and evaluation of factory production control (FPC);
  • audit-testing of samples taken before placing the product on the market.

System 1

System 2+

  • determination of the product type on the basis of type testing (including sampling), type calculation, tabulated values or descriptive documentation of the product;
  • factory production control (FPC);
  • testing of samples taken at the manufacturing plant in accordance with the established test plan.
  • initial inspection of the manufacturing plant and factory production control (FPC);
  • continuous surveillance, assessment and evaluation of factory production control (FPC).

System 3

  • factory production control (FPC);
  • the notified testing laboratory must carry out the determination of the product type on the basis of type testing (based on sampling performed by the manufacturer), type calculation, tabulated values or descriptive documentation of the product.
